James is now a successful independent management consultant and trainer.  He enjoyed a distinguished career as a police officer spanning 30 years.

James is an accredited trainer with the APM Group and teaches MSP and Change Management.  He is an active assessor for the APM and an external OGC Gateway Review Team Leader.

Recent Project and Programme (PPM) Assignments

James has undertaken numerous high profile programme management roles including:

  • Undertaking high profile reviews (10+) within the Home Office (2007 - 2010) and policing.
  • Preparing a full business case for the creation of a ground breaking unified regional scientific support service (2010)
  • Setting up and delivering Tranche 1 of the NPIA Forensics21 Programme (2008/09)
  • Undertaking accreditation assessments for the APM (on-going)
  • Delivering public and bespoke PPM training courses (on-going)
  • Contributing to the development of the PPM profession as an active member of the APM’s ProgM Committee (James is the Secretary). He is one of the nominated authors of the new Body of Knowledge (on-going)
  • In January 2008 James was appointed as the interim manager for a multi million pound UK Government programme.  James was responsible for setting up the programme and completing the definition phases in accordance with MSP (UK public sector standard for programmes of transformational change).  The dossier of projects includes, process improvement, competence development, procurement and new Information Systems.

     

    James successfully headed a ‘root and branch’ review of Sussex Police which led to the development of a more local, consistent and resilient force.  He also led a multi million pound programme which overhauled call taking in Sussex Police, thereby improving efficiency and effectiveness.  This included centralising call taking, setting up the single non emergency number, creating a ‘one stop shop’ call centre and introducing ‘e’ contact.

     

    Line Management:

     

    James was a dynamic and highly successful divisional commander.  An independent inspection by Her Majesty’s Inspectorate of Constabulary identified strong leadership and cited 10 areas of national good practice  (a record at that time).     He went on to perform the role of Head of Operations for Sussex Police, with responsibility for 300 staff and a budget of £11 million.

     

     

    Education / Training:

     

    James is an MBA graduate (pass with distinction) from the City University Business School (London)

    He has been accredited by the APM Group to train:

  • Managing Successful Programmes
  • The Principles of Change Management
  • and is also accredited by the APM to assess / teach their PQ, APM and IC qualifications.

    James is a registered practitioner in the following disciplines: 

  • Managing Successful Programmes (MSP)
  • PRINCE 2 (project management)
  • M_o_R   (management of risk)
  • The Principles of Change Management P30
  • James has passed the British Psychological Society examinations in applied psychometrics (Competence Level A) and also the ITIL (version 3) foundation examination.

    • He is a Registered Project Professional (RPP) Champion with the Association for Project Management
